The RRC upheld part of an NZNO NZNO New Zealand Nurses Organisation  complaint against the Nursing Council's decision to change the title of these nurses from enrolled nurse (EN) to nurse assistant (NA). The RRC recommended the Nursing Council change its title and scope of practice for those nurses, because of its retrospective LAW, RETROSPECTIVE. A retrospective law is one that is to take effect, in point of time, before it was passed.
