Government of St. Lucia Implements Geac's SmartStream to Reform Financial Management.

ATLANTA--(BUSINESS WIRE)--Dec. 9, 1998--

Geac's Advanced Workflow Capabilities Adapt To Customers'

Changing Needs and Provide Rapid Data Analysis

Geac SmartEnterprise Solutions, a leading provider of enterprise business applications for the services and public sector markets, today announced that the government of St. Lucia has begun implementing its full SmartStream Human Resources The fancy word for "people." The human resources department within an organization, years ago known as the "personnel department," manages the administrative aspects of the employees.  and Financial application suites. St. Lucia purchased SmartStream as part of a collaborative effort by the OECS OECS Organization of Eastern Caribbean States
OECS Old Episcopal Church of Scotland
(Organization of Eastern Caribbean States) and the ECEMP (Eastern Caribbean Economic Management Program) project, to reform the Eastern Caribbean governments' financial management systems. As an initial step toward improving government processes, the OECS selected St. Lucia to serve as the pilot country for the overhauling of expense management and planning systems See spreadsheet and financial planning system. .

"One of the key factors that led us to purchase SmartStream Financials was the application's extensive workflow capabilities," said Isaac Anthony, accountant general The Accountant General or Accountant-General was formerly an officer in the English Court of Chancery who received all moneys lodged in court, deposited them in a bank, and disbursed them.  of St. Lucia and project director for the financial management reform. "The flexibility of SmartStream's inherent workflow design is enabling our financial system to quickly adapt to our changing needs and more effectively manage our processes. Its `on-the-fly' analysis capabilities enable us to evaluate which processes are most valuable to our operations and eliminate those that do not support our reengineering initiatives. In addition, as part of our systems restructuring restructuring - The transformation from one representation form to another at the same relative abstraction level, while preserving the subject system's external behaviour (functionality and semantics). , we will be undertaking the full implementation of Geac's human resources applications and expect to realize similar benefits."

SmartStream Financials has been fully implemented by St. Lucia's Treasury Department and a number of other ministries to date, and will eventually be rolled out to all ministries, along with Geac's SmartStream HR suite.

Using SmartStream's workflow capabilities, the government currently manages all payment operations electronically, creating an almost paperless process. For example, invoices are now created, scanned and distributed through the SmartStream system at many of the government's line ministries for online access, verification and approval by the Treasury. As a result, a payment process that traditionally took days or often weeks, now requires only hours using the new system. In addition, the SmartStream system has drastically reduced the chance of human error.

The Government of St. Lucia also plans to utilize SmartStream's Fund Control application, which is tightly integrated with SmartStream Financials, to streamline its budget management processes. The Funds Control application records commitments, allocations and requisitions, automatically restricting expenditures to safeguard users against overspends. Offering strict control over purchase orders, SmartStream ensures that orders are captured and appropriately tracked, a process that was difficult to manage using the governments' traditional manual system.

"With more than 330 customers in the public sector market and 30 years of experience, Geac SmartEnterprise Solutions is uniquely qualified to understand the business challenges facing government organizations worldwide," said Colleen col·leen
