The service seeks to improve its performance through the development of efficient mail-handling systems and operates its own planning and engineering programs.  have formed a business alliance based on the exclusive supply of all Postal Service postal service, arrangements made by a government for the transmission of letters, packages, and periodicals, and for related services. Early courier systems for government use were organized in the Persian Empire under Cyrus, in the Roman Empire, and in medieval  ground tire needs for the next 10 years. Under this alliance, the Postal Service will purchase only Goodyear replacement tires for its fleet of more than 200,000 transport and delivery vehicles, which travel some 1.1 billion miles annually. Under the exclusive tire supply agreement, the Postal Service is expected to annually purchase approximately 235,000 Goodyear tires to outfit OUTFIT. An allowance made by the government of the United States to a minister plenipotentiary, or charge des affaires, on going from the United States to any foreign country.
