Overall, the U.S. Department of Commerce has hired 37,761 welfare recipients. Of these, 37,621 worked on the 2000 Census and other related projects, and 240 are employed throughout the department. "This joint recruitment effort successfully merges the goals of the 2000 Census and the Welfare-to-Work Initiative," said Grandy. Goodwill became involved in the 2000 Census project through a Goodwill-Census Bureau partnership established in May, 1999, and then a competitive grant of $20 million, awarded to the agency by the U.S. Department of Labor in September, 1999. Under the terms of the grant, Goodwill committed to recruit Census workers and place 5,120 welfare-to-work eligible individuals in permanent, competitive employment by March, 2001.
