The Gold Quill Awards program is an annual international competition that offers professional communicators an opportunity to have their work evaluated by a Blue Ribbon Panel of expert judges. The 20 awards categories range from community relations to electronic and digital communication to marketing communication, with top entries receiving awards of Merit and Excellence. Additionally, the judges choose winners of the Jake Wittmer Award, which spotlights research excellence, and the Business Issue Award, which salutes the role of strategic communication in sustaining an organization facing serious economic or viability challenges. HARMONY DAY 2003 (above) Maine Street Marketing receives an Excellence award in Community Relations for its work with Australia's Department of Immigration immigration, entrance of a person (an alien) into a new country for the purpose of establishing permanent residence. Motives for immigration, like those for migration generally, are often economic, although religious or political factors may be very important. , Multicultural and Indigenous Affairs to promote a national day that focuses on Australia's multicultural diversity. The project included strategic campaign development, national and local media relations, management of important partnerships, radio and television promotions and assistance with production and distribution of campaign materials.

 effect on the company, Telefonica sought to give employees opportunities to improve the company, encourage employee creativity and innovation, boost company morale and employee participation and foster the view that Telefonica values its employees' ideas and contributions. Employees were invited to generate new ideas regarding how to increase profits, decrease expenses, discourage competition among employees, improve company procedures and promote a customer-centered company culture. To inform and motivate employees, the campaign used various mediums such as the company's intranet site, corporate events in Buenos Aires and elsewhere in Argentina, e-mail communication and promotional items like pens and stickers.

CAMPAIGN FOR DIRECT ACCESS (above) Deveney Communication and the Louisiana Physical Therapy Association win an Excellence award in Multi-Audience Communication for a lobbying campaign to help patients gain direct access to physical therapy by changing an outdated law. Although aimed primarily at Louisiana legislators, the campaign also sought to reach the media and the general public through direct mail and e-mail appeals, speaking engagements and an awards program created for legislators. Louisiana ultimately became the 36th U.S. state to allow direct access to physical therapy.

Focusing on employees who didn't currently save pre-tax dollars through payroll deductions, the web-based campaign offered Ceridian client companies two animated web commercials, featuring a cartoon superhero su·per·he·ro

 to communicate the advantages of the program. As a result, participation increased approximately 15 percent.

IF I HAD THE CHANCE ... ARTWORK FROM THE STREETS OF ASIA AND THE PACIFIC (below) Asian Development Bank wins an Excellence award in Special Publications for its book showcasing art by more than 1,000 street children, expressing their dreams for an education, a clean environment, a world without war, a happy family, a roof over their heads and a career. The primary audience for the book is policymakers and decision makers around the world who have the ability to respond to the needs of these children and make a difference in their lives.

GET FOCUSED VISION CAMPAIGN (above) VSP, a U.S.-based provider of eye care insurance, receives an Excellence award in Community Relations for its campaign to bring national attention to the importance of regular eye care for school-aged and pre-school children. The campaign included "Get Focused Day" community outreach events, an educators' tool kit and "Get Focused" classroom curriculum as well as promotions to support and publicize each of the campaign's components.

SASKATCHEWAN WILDFIRE PREVENTION/ EDUCATION PILOT PROJECT (below) Saskatchewan Environment, the provincial agency responsible for protecting forest resources in Saskatchewan, Canada, receives an Excellence award in Multi-Audience Communication. The project involved a coordinated public information/education program aimed at reducing the number of human-caused wildfires. The agency conducted fire awareness surveys and produced radio and print ads, posters, articles, library bookmarks, direct-mail brochures, highway signage, a web site and personal presentations.

TWO WINNERS SELECTED FOR JAKE WITTMER AWARD

This year's winners of the Jake Wittmer Award represent outstanding use of research in development and execution of a communication program. Gold Quill entrants Lindsay Elbom of Weber Shandwick Worldwide Weber Shandwick Worldwide is an international public relations firm which claims 60,000 employees in over 160 countries. It was formed by the merger of Weber Group, Shandwick International, and BSMG Worldwide in 2001.  and Allison Croyle of Vollmer Public Relations will be honored at the Gold Quill luncheon, 7 June in Los Angeles.

Elbom's entry, submitted on behalf of the Texas Association Against Sexual Assault, showcases an innovative public awareness campaign, "Speak Up. Speak Out." The work is based on bone-chilling statistics: Someone is raped in Texas every two minutes and 2 million people (13 percent of the population) have been victims of sexual assault, and for every incident reported, four others are not. A comprehensive, statewide survey showed that fewer than half of Texans were aware of sexual-assault services available in their communities. The campaign used reallife sexual assault stories of six Texas women to create awareness and understanding among its target audience of teens, young adults and Hispanics.

Croyle's award-winning campaign for the Texas Council on Family Violence and the Battered Women's Movement dealt with another difficult issue--domestic violence. Quantitative and qualitative research revealed disturbing statistics: 74 percent of Texans said that they, a family member, friend or co-worker had experienced some form of violence in their lifetime, 31 percent said they had been severely abused and more than one in four had been abused by their spouse or partner.

"Break the Silence," a multi-year public service campaign, sought to increase awareness of the issue, trigger a grassroots call to action and motivate women to speak out. This fully integrated and bilingual program (English and Spanish) was based on a three-phase multimedia strategy in which television and radio commercials, combined with media and public relations activities, were used to drive home the messages.

Jake Wittmer, ABC (1919-1981), an IABC chairman and founder, believed that research is essential to the communication process. The lake Wittmer Award was established by the IABC Research Foundation, the research and development arm of IABC, with generous support from Bob Berzok, ABC, to recognize outstanding worldwide research commissioned or developed by an organizational communicator. The lake Wittmer Award is given to an entrant who has used research effectively to develop a successful communication project. All Gold Quill winners are automatically considered for this recognition.

BUSINESS ISSUES AWARD HONORS TIMBERWEST

IABC's 2004 Business Issues Award goes to Virginia Aulin, vice president of public affairs for TimberWest, a forest management company. Aulin's communication program orchestrated a turnaround for British Columbia's forestry industry.

Working in partnership with forestry giants Weyerhaeuser and Interfor, TimberWest addressed the needs of an industry on the verge On the Verge (or The Geography of Yearning) is a play written by Eric Overmyer. It makes extensive use of esoteric language and pop culture references from the late nineteenth century to 1955.  of economic disaster. Harvest levels, profitability and capital investment were declining. The industry faced complex issues such as restrictive regulations, outdated and excess equipment and mills, prohibitive trade barriers, changing market conditions and aggressive foreign competition that was driving up costs. The industry needed a CDN (Content Delivery Network) A system of distributed content on a large intranet or the public Internet in which copies of content are replicated and cached throughout the network. $1 billion capital investment to modernize operations and win back the U.S. and Japan markets.

Beyond simple education, a vision for the future of the industry was needed. Relying on a combination of media and public relations tactics to deliver messages, the communication strategy influenced a groundswell of positive public opinion, setting the stage to influence proactive support from labor and government stakeholders.

BUSINESS ISSUE AWARD

The Business Issue Award is given annually by the Gold Quill Blue Ribbon Panel. The panel chooses one winning entry that exemplifies the most outstanding work and strategic involvement in addressing a critical and current business issue that poses a significant threat to the economic well-being or continued viability of an organization. The entry must present a clear, effective and innovative resolution with measurable results, and serve as a model for other projects focusing on this specific business issue. All Gold Quill winners are automatically considered for this award.

CALIFORNIA STATE STUDENT WINS FIRST ANNUAL SHARON BERZOK AWARD

A struggling California economy forced the state educational system to cut US$50 million in funding, introduce a hiring freeze and whittle student services down to the bare necessities. Faced with the prospect of losing the university's alumni publication, Link magazine, California State University Enrollment
 student Erica Gandy came up with a plan to save the publication. Her campaign ultimately improved the magazine's quality and made it a marketing tool to raise much-needed funding from 15,000 alumni.
