Getting tough on crime.


Darryl Frank has founded Dead Serious, Inc. as his answer to crime. Mr. Frank says the idea behind his Texas-based company is simple: "If you are a member, Dead Serious will pay you $5,000 if you kill someone in accordance with the law. That is while they are in the process of committing a crime against you, your family, or your property." It costs $10 a year to be a member of Dead Serious, and Mr. Frank claimed 5,000 people had plunked down their fees by the fall of 1995.
