The procurement department within an organization manages all the major purchases. . They share knowledge with institutions of higher ed and cooperatively purchase items at competitive prices. Similar to Wisconsin's consortium, E&I does the legwork of producing and fielding Request for Proposals as well as receiving results and conducting analyses.

After becoming a member (which is free), institutions can post a quote, bid, or proposal that vendors can then search--saving time while potentially increasing the number and quality of bids received.
