Getting Their Goat.PERUVIAN WRITER MARIO VARGAS Llosa should be touting his bestselling novel La Fiesta del Chivo, but his book tour is turning into an insult fiesta in Latin America. The novelist first irritated residents of the Dominican Republic, who took issue with his fictional look at dictator Rafael Trujillo. Then he attacked the rest. Highlights: ECUADOR: "There's a dictator like Fidel Castro, in power far 42 years, and aspiring dictators in Ecuador, Venezuela and Peru." (Reuters) VENEZUELA: President Hugo Chavez is"one of those candidates for dictator who abound in Latin America." (Associated Press) PERU: Alberto Fujimori,"when all is said and done, is a dictator." (Reuters) ORGANIZATION OF AMERICAN STATES Organization of American States (OAS), international organization, created Apr. 30, 1948, at Bogotá, Colombia, by agreement of Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, the United States, Uruguay, and Venezuela.
