, where a private company is employed by the Government to try to find work for the long-term unemployed.

Of course, it is hard to imagine a more stupid time to start this initiative than at the height of our terrible recession. The three main problems people had were: low self esteem, falling into a rut and, of course, finance.

Nevertheless, it was heartening to see many finding new hope and, in some cases, jobs.

One place the programme should visit is Cardiff's Butetown The Docks is a district of the city of Cardiff, Wales. It was originally a model housing estate built in the early nineteenth century by the Marquess of Bute. Commonly known as "Tiger Bay", this area became one of the UK's first multicultural communities with people from over 50 . For 10 years before the recession hit, tens of thousands of jobs were created in Cardiff, many within walking distance of Butetown, yet the high unemployment rate stayed almost the same.

It is time we saw a bit of tough love for this area instead of the constant self pity.
