Myers, chairman of the Joint Chiefs of Staff The Chairman of the Joint Chiefs of Staff is by law the highest ranking overall military officer of the United States military, and the principal military adviser to the President of the United States. . The ceremony, attended by more than 1,000 NDIA members and guests, took place April 21 in Tysons Corner, Va. The Eisenhower award is given by NDIA to a U.S. citizen who has made an outstanding contribution toward increasing public awareness of the nation's defense needs.
