Garton, Moe Win Prestigious Leadership Award.


An award given every two years to state legislative leaders who have worked to preserve and build public trust in the legislative institution and who can be cited for leadership, courage and ethics was presented to two Senate leaders in December.

Indiana Senate The Indiana Senate comprises, along with the Indiana House of Representatives, the Indiana General Assembly. It is the upper house of the General Assembly.

William Michael Bulger (born February 2, 1934) is a retired American politician from South Boston, Massachusetts who rose to become President of the Massachusetts State Senate and president of the University of Massachusetts. He is the brother is James J.
 Excellence in State Legislative Leadership Award. The award is sponsored by the State Legislative Leaders Foundation, the National Conference of State Legislatures

Garton, the Indiana Senate president pro tem since 1980 and a member of the Senate since 1970, is recognized by his colleagues in Indiana for his honesty and integrity. He is currently executive assistant for professional development at Ivy Tech State College and has served as visiting professor in political science and leadership at Franklin College. He earned degrees from Iowa State and Cornell University and is a former lieutenant in the U.S. Marine Corps.

Moe was elected to the Minnesota Senate in 1971 and has served as majority leader since 1981. He personally championed a code of conduct and ethics guidelines for the Senate. "None could be more respected or better liked by his peers," wrote the Minneapolis Star Tribune in an 1998 editorial. The former high school teacher is president of his own consulting company, National Strategies, Inc

NCSL Executive Director William Pound noted, "Senators Garton and Moe are deserving recipients because the award is designed to recognize excellence and outstanding contributions to the American political system."

The award was established to honor William M. Bulger, who served as president of the Massachusetts Senate The President of the Massachusetts Senate is the presiding officer. In the United States Congress, the Vice President of the United States is the ex officio President of the United States Senate.  for 18 years and is now president of the University of Massachusetts The system includes UMass Amherst, UMass Boston, UMass Dartmouth (affiliated with Cape Cod Community College), UMass Lowell, and the UMass Medical School. It also has an online school called UMassOnline. . The first award recipient was Maryland Senate President Thomas V. "Mike" Miller Jr.

"The fact that senators Garton and Moe have held their positions longer than anyone in their respective state histories speaks volumes on the amount of trust the citizens and their colleagues have in their abilities," said CSG Executive Director Dan Sprague.
