The far-reaching analyses lay out an agenda for federal activism in technology-related economic policy, e-government, security and privacy.

Collaborative processes, budgets and policies are urgently required. Civil service rules and public sector labor contracts in the United States are often designed to reward seniority. Government must also hire and promote individuals with technical knowledge of the most up-to-date systems.

Mr. President, Appoint a Federal CIO

Gartner predicts that e-government transformation will eliminate at least 30 percent of the current government programs and a quarter of the agencies. To manage this national technological seismic shift, the federal CIO should be a cabinet-level position reporting directly to the President.

Mr. President, Replace Old Voting Technology

Deliver federal funding to states to upgrade election technology. If federal funding does not arrive by year-end 2002, Gartner research indicates that only 40 percent of voting precincts using antiquated systems will successfully implement new technology in time for the 2004 Presidential election.

By 2006, Internet voting will be as secure as other forms, but political resistance to allowing voting at home or work means that millions of Americans, who could vote, won't. Gartner says that to eliminate political reluctance to support Internet voting, senior elected officials such as the President, state governors and prominent legislators could themselves vote online in upcoming elections.
