Sood, principal analyst for Gartner. "Because of the complexity of the requirements, seldom can a single IT company provide all of the components necessary in the unique solution being sought by a particular federal agency. To meet these demands, partnering is an essential element for success for most IT companies when targeting this vast market."

"Successful partnerships enable vendor teams to provide full-service offerings, leverage corporate-level relationships and apply commercial best practices in public sector requirements," said Michael Haines, principal analyst for Gartner.

Gartner recently hosted the Government Solution Summit, which provided a forum for IT vendors and solution providers to discuss partnering issues within the federal government marketplace. Based on discussion at the summit, a number of recommendations were raised on how to best develop a partnering relationship.

Vendors and providers must capture the latest IT demands. Technology implementation must evolve to meet the changing business needs of federal agencies. For example, after Sept. 11, successful vendors built key partnerships in IT security, disaster recovery and business continuity to meet emerging client demands.

"Vendors would be wise to begin to develop partnerships around emerging technology demands, such as the nascent opportunities around RFID (Radio Frequency IDentification) A data collection technology that uses electronic tags for storing data. The tag, also known as an "electronic label," "transponder" or "code plate," is made up of an RFID chip attached to an antenna. , remote monitoring (protocol) remote monitoring - (RMON) A network management protocol that allows network information to be gathered at a single computer. Whereas SNMP gathers network data from a single type of Management Information Base (MIB), RMON 1 defines nine additional MIBs that provide a , and perhaps even Linux," Sood said.
