GTSI FILES PROTEST WITH GAO CHALLENGING ARMY MATERIEL COMMAND'S MMAD-1 DECISION.

GTSI Corp. (Nasdaq: GTSI) has announced that it has filed a protest with the General Accounting Office (GAO) challenging the Army Materiel Command's granting of a protest against the award by Army Communications and Electronic Command (CECOM) of the MMAD-1 contract to GTSI.

In late August, GTSI was one of two companies awarded the MMAD-1 contract by CECOM. MMAD is an indefinite delivery/indefinite quantity (IDIQ) contract. The contract has a two-year base period with three one-year options for a total of five years. GTSI's award value was $857 million, if all options were exercised by the government.

In early December, the Army Materiel Command (AMC) sustained in part the protest of the MMAD-1 contract to GTSI and directed that CECOM take appropriate corrective action. The AMC, the organization which manages the alternative dispute resolution process, reaffirmed the award to the other awardee. Also, the AMC stated that if CECOM elects to continue to pursue multiple awards of the MMAD contract under the solicitation, it recommends that CECOM reopen the competition to allow for proposal revisions from GTSI and the other previous bidders in accordance with the ground rules contained in the solicitation.
