GROWTH LIMITS PROPOSED TWO INITIATIVES FILED IN FILLMORE AND SANTA PAULA.

FILLMORE - Two cities in the bucolic Santa Clara River Valley The Santa Clara River Valley is a rural region of eastern Ventura County, California and northwest Los Angeles County, California that is named for the Santa Clara River which winds through the valley before emptying into the Pacific Ocean between the cities of Oxnard and Ventura.  just west of bustling Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  are considering slow-growth initiatives.

Slow-growth proponents from Fillmore and Santa Paula Santa Paula (săn`tə pôl`ə), city (1990 pop. 25,062), Ventura co., S Calif., on the Santa Clara River in a fertile valley that yields citrus fruits, avocados, vegetables, flowers, nursery products, and walnuts; laid out 1875, inc.  in Ventura County submitted papers to both cities, declaring their intention to gather signatures to put measures on the November ballot for preservation of open space and agricultural areas in the sleepy valley that follows the Santa Clara River Santa Clara River may refer to:

``They are the last two cities in the county with significant growth pressures that don't have (the initiatives),'' Oxnard attorney Richard Francis Richard Francis (dates unknown) was a famous English cricketer who played for the Hambledon Club.

Francis is known to have been a Surrey man by birth and he had played for Surrey teams before moving to Hampshire. He made 47 known first-class appearances from 1773 until 1793.

The deadline for submission of the signatures is May 23.

The separate initiatives would set urban boundaries for the cities. In Fillmore, current boundaries would be retained, which could prevent the city from building an industrial park.

Councilman Roger Campbell said the city already adheres to a slow- growth policy and that the initiative would go too far.

``This no-growth attitude will do nothing but doom our valley to no jobs and low-income housing,'' he said.

Residents of the region have looked with fear toward the Santa Clarita Valley The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. It stretches through Los Angeles County and Ventura County. Its main population center is the city of Santa Clarita. The valley was part of the 48,612-acre (19,672. , where plans have been approved for a 22,000-home mini-city to be known as Newhall Ranch. Fears of urban sprawl along the Santa Clara River, Southern California's last major wild waterway, have prompted efforts to block Newhall Ranch and other urban growth.
