GREUEL LEADS GROUP DRIVING FOR TRANSPORTATION FUNDS.

Byline: Lisa Mascaro Staff Writer

A coalition of city, business and labor leaders urged state lawmakers on Wednesday to uphold plans to fully fund the transportation projects included in the 2005-06 state budget.

Led by City Councilwoman Wendy Greuel, the group at City Hall welcomed Gov. Arnold Schwarzenegger's pledge to allocate $1.3 billion in gas-tax revenue earmarked by Proposition 42 for highways, streets and mass transit.

,'' Greuel said. ``We are urging Sacramento and believe they are on the right track.

``People deserve to spend more time with their families, volunteering at their schools and running their business, not sitting in traffic. We want those tax dollars spent in the city of Los Angeles.''

But a loophole allows the Legislature to transfer that money to the general fund in an emergency, as has been done for the past two years. A total of $5 billion has been diverted from transportation to the general fund since 2001.

Maintaining Proposition 42 funds this year would bring $300 million to Los Angeles County - including $16 million for the city.

``We want to make sure in the future that there's a firewall that says that Californians who pay those tax dollars in get those tax dollars out in the form of transportation infrastructure, which is so badly needed,'' said David Fleming, representing the Valley Industry and Commerce Association. ``We've got to spend money where it's so desperately needed, on transportation.''
