GRANT WOULD WIRE COUNTY LIBRARIES; BRANCHES COULD BE ONLINE BY MONTH'S END.

``The idea is that the kids can go there, and if they don't have the access at home, they can come into the library,'' Supervisor Frank Schillo said.

``It brings kids into the library and allows them to go on the Internet to find information that their library may not have.''

If approved during today's meeting, the branches should be online this month, he said.

Staff members and volunteers will provide Internet training, and libraries will explore the creation of Web pages with local community information, officials say.

``The training part of it is important because we don't want people on the Internet just playing games,'' Schillo said. ``It should be an educational tool.

``People have to know what sites to go to to search, what search engines there are, then they can go to those sites for research or educational purposes and find out new information that may not be available at the library.''

If the supervisors approve the item, the county would chip in $3,900 to cover costs such as phone lines, dial-up Internet connection costs beyond the grant-supported connect time and staff training for the program, officials say.

Also, Schillo said, the library budget includes an additional $30,000 to provide similar service at the six library branches in unincorporated areas In law, an unincorporated area is a region of land that is not a part of any municipality. To "incorporate" in this context means to form a municipal corporation, i.e., a city or town with its own government. .

The Oak Park Library, he said, has received an additional grant that will allow it to set up five or six terminals and establish a supervised after-school center.
