``Our first concern are the victims of the situation,'' he said.

Under the plan, Grand View will be open noon to 4 p.m. every Sunday until Jan. 15, excluding Dec. 24 and 31, before dropping to just two Sundays per month.

The city stepped into the troubled cemetery when it brokered a deal with an owner to operate once-a-week visiting hours following public outcry over its closure.

Meanwhile, the suspension order forced the cemetery's closure over the summer when the owners ran out of money.
