GPU Energy files pilot customer choice program.


MORRISTOWN, N.J.--(BUSINESS WIRE)--Dec. 13, 1996--GPU Energy today filed its plan with the NJ Board of Public Utilities (BPU BPU

) for New Jersey's first pilot program to provide customer choice in the electric utility industry.

The pilot names Monroe Township Monroe Township may refer to several places in the United States:

The program would allow all customers in Monroe Township to select their energy supplier. GPU Energy would work with Monroe Township to prepare the request for proposals to solicit proposals from responsible energy suppliers, and to review potential suppliers. GPU Energy will also continue to provide the needed capacity and infrastructure to maintain system reliability, and will also continue to provide meter reading and unified billing services for all participating customers.

The pilot program will be in place for one year, with an expected implementation during the second quarter of 1997. At the end of the first year Monroe Township will have the option of renewing the pilot. In that case, GPU Energy and Monroe would work together to tailor the terms of the renewed pilot so that it is consistent with the anticipated start of the transition to full retail competition.

"This proposed pilot program represents the first real test of electric retail competition in New Jersey, and will be a valuable learning experience for everyone," said Glenn Steiger, GPU Energy vice president - corporate affairs, New Jersey. "By implementing this pilot program as an energy-only program, many of the still to be resolved issues can be avoided. This pilot program is consistent with the NJ BPU's ongoing effort in the Energy Master Plan Phase II proceeding, and will not alter the timing or the form of retail competition as ultimately adopted by the BPU."

Today's filing represents the next step in an ongoing process with Monroe Township. GPU Energy and Monroe Township officials had been involved in discussions concerning options for reducing energy costs for all customers in Monroe. In August, GPU Energy and Monroe signed an agreement to move forward with the pilot program.

"This customer choice pilot program is truly one of historic proportions," Steiger continued. "Not only does it open the door for customer choice in New Jersey, but it also includes Monroe Township in the planning and implementation of the program; it puts Monroe and GPU Energy in the forefront of this changing environment."

"By participating in the customer choice program, electric users in the township can expect savings of 5 to 10 percent," said Monroe Mayor Richard Pucci. The pilot marks the second time in recent years that GPU Energy has provided a program to offer savings on energy for customers in Monroe. In the winter of 1994-95, the company doing business then as JCP&L, introduced an all electric rate for electric space and water heating Water heating is a thermodynamic process using an energy source to heat water above its initial temperature. Typical domestic uses of hot water are for cooking, cleaning, bathing, and space heating. In industry both hot water and water heated to steam have many uses.  customers.
