GODINEZ ANNOUNCES RESIGNATION; SAN FERNANDO MAYOR MULLS L.A. MOVE.

 Mayor Raul Godinez II announced Friday that he plans to resign from the City Council next week to focus on a possible campaign for the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States. .

Godinez is considering moving to nearby Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  to run for the 7th Council District seat vacated by state Sen.-elect Richard Alarcon.

``Regardless of what happens, I will be close to San Fernando,'' said Godinez, 36, adding that a major factor in his decision was his belief that San Fernando has a bright future. ``I think the ship is safely sailing and we have the right team on board.''

The departure of Godinez will change the dynamics of the San Fernando council, which cast unanimous votes on many issues but split into predictable blocks on such controversial matters as the consolidation of city departments or personnel decisions.

 often formed a majority, with Doude Wysbeek and Joanne Baltierrez on the other side.

Baltierrez, 40, also has decided not to seek a second term in the upcoming city election. She said her focus will be on her children and her new job as executive director of the Los Angeles Chapter of the League of Women Voters League of Women Voters, voluntary public service organization of U.S. citizens. Organized in 1920 in Chicago as an outgrowth of the National American Woman Suffrage Association, it had as its original nucleus the leaders of the latter organization. .

``I think (Godinez and I) were both policy makers that really had the city's interest at heart and we did try to create a new direction - something I think was ground-breaking for the city,'' Baltierrez said.

Baltierrez said she expects to see significant changes on the council after she and Godinez leave, but Wysbeek has a different prediction.

``The players change, but the politics in the city will stay pretty much the same,'' said Wysbeek, 59, who is also up for re-election.

Key issues, such as selecting a new city administrator and establishing a redevelopment plan for the city, have already been dealt with by the current council, Wysbeek said.

Wysbeek described Godinez as a capable man with energy and ambition and wished him luck in his political career. ``I know he'll do people justice. In our city he's a consensus builder,'' he said.

Godinez said next Monday's council meeting will be his last. After he resigns, the council will vote to appoint one of the remaining members as mayor. The council can appoint someone to fill Godinez's seat or leave it open until the next general election, City Clerk In the United States, a City Clerk is an elected or appointed official who is responsible as the official keeper of the municipal records. In some places, the Clerk may be known as the "Village Clerk" or "Town Clerk".  Wilma Miller said.

Because Godinez and Baltierrez are not seeking re-election, council candidates will have an additional five days - until 9 p.m. Wednesday - to file nomination papers.

Four people submitted papers by 5 p.m. Friday to run for the three seats on the ballot, Miller said. The four are the following:

Wysbeek, who will seek his fourth term on the council, and has lived in San Fernando for more than four decades. He was first elected in 1982 and is the owner of H.C. Stroud's Electric Motor Service.

John Becker, 46, a service representative for the Auto Club of Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region,  and an eight-year resident of the city. Becker is a planning commissioner for the city of San Fernando and also is education deputy for Godinez. He is also former chairman of the city's transportation commission.

Cindy Montanez, 24, operates a family construction business and was born and raised in San Fernando.

Richard Ramos, 30, is a teacher at Morningside elementary School elementary school: see school.  in San Fernando.
