 and business leaders held the first meeting Wednesday of the California Mentor Council, which set a goal of recruiting a quarter of a million father figures by 2000.

Up to 70,000 Californians are acting as mentors to kids at risk, but there are an additional 78,000 children on waiting lists, Wilson noted in an executive order. It gives more money and authority to one of his favorite projects.

``I thought that there was no one who understood me, therefore there was no one who could help me,'' said Felton Booker, a high school junior from a single-parent home who got someone to talk to through the program.

``I can attest that mentoring can help fill this void,'' he told the meeting.

``California faces a crisis of juvenile crime, teen-age pregnancy, adolescent alcohol and drug use, and school failure brought about in large part by father absence,'' Wilson said in his announcement.

The program draws support from corporations, particularly in the entertainment industry. Paramount Pictures agreed to expand its program and promote mentoring throughout the business.

Wilson proposed $15 million for mentoring in the 1996-97 budget.

The new order directs state departments to grant employees up to 40 hours a year paid time to mentor kids, as long as they match the hours with their own time.

The order supersedes a $1.25 million pilot program mandated last year.
