GM NAMES VICE PRESIDENT

 DETROIT, Dec. 8 /PRNewswire/ -- The appointment of William C. Brooks as a General Motors (NYSE: GM) vice president to head an expanded Community and Urban Affairs function was announced today by John F. Smith Jr., chief executive officer and president.
 "This new position was created to coordinate the corporation's business strategies with broader social concerns," Smith said. Brooks' responsibilities will include supervision of the GM Foundation (including educational grants), Community Relations and Minority Relations.
 Smith said Brooks will also be responsible for the internal coordination of GM's diversity programs, working across the corporation. This will include facilitating the efforts of marketing, purchasing, communications and personnel "to ensure that GM is developing strategies and programs to capitalize on the competitive opportunities of its diverse workforce and markets."
 Brooks, 60, currently is the group director of personnel for GM's North American Truck Platforms. In his new assignment, which is effective Jan. 1, he will report to William E. Hoglund, executive vice president.
 Brooks joined GM in 1973 after having held positions in the U.S. Office of Management and Budget in the Executive Office of the President, the Department of Defense, Department of Labor and the Department of the Air Force. In 1989, he left GM to become assistant secretary of labor for the Employment Standards Administration, the largest agency in the Department of Labor. He returned to GM in December 1990.
 Born in Ste. Genevieve, Mo., he received a bachelor-of-arts degree from Long Island University in 1961 and a master's degree in business administration from the University of Oklahoma in 1966. He completed the Harvard Business School's Advanced Management Program in 1985, and in 1987 was awarded an honorary doctor of humane letters from Florida A & M University.
 Brooks currently serves as vice president of Area Two, Central Region of the Boy Scouts of America, is a member of the board of trustees of Pontiac Osteopathic Hospital, in Pontiac, Mich., and is on the board of directors of the Detroit Harvard Business School Club, Michigan's Children, and the Southeastern Michigan Chapter of the American Red Cross.
