Bob Franz, director of finance, said 22 of the new positions are a result of the city converting part-time jobs into full-time jobs.

Many of the other positions, he said, are needed to staff a new rental housing inspection program, the new police headquarters as well as the Edison-Pacific school and community center complex - all slated to begin operations in the coming months.

The city has budgeted 12 positions for the housing inspection program, eight for Edison-Pacific and 12 for police headquarters.

Under the housing inspection program, the city's 42,000-plus apartment units will be checked for code violations every three years.

The $43.3 million Edison-Pacific project in southern Glendale features an elementary school elementary school: see school. , a park with baseball and soccer fields and a community center with a gym, library, police field office and satellite job center.

The general fund portion is $110.6 million, representing a 6.1 percent increase from fiscal 2001.
