A status report due to be heard by the City Council on Nov. 28 includes such options as whether to maintain the current noon-4 p.m. visiting hours every Sunday; cut back to opening twice or just once per month; or end the program altogether.

Still, a civil-court order restricts anyone from altering the grounds except to clear hazards, while a plan by the plaintiffs' attorneys to stabilize cemetery finances and extend opening hours appeared a nonstarter.

The cemetery's operating cost is more than $300,000 a year, excluding repairs, the city estimates.
