GLENDALE GETS VOICE ON PANEL.

John Karayan, 48, has been appointed by the City Council to the panel, which the Legislature expanded earlier this year to include representatives from Glendale, Burbank, La Canada Flintridge, Pasadena, Agoura Hills, Westlake Village, Malibu and Calabasas. The advisory panel makes recommendations to the conservancy board of directors, and the Legislature wanted to give the cities a greater voice in the conservancy's efforts to preserve open space.

The conservancy is working with state officials to try to purchase 238 acres of hillside land in Glendale and keep it undeveloped. Gregg Development owns the property, known as Oakmont View V, and hopes to build 572 hillside homes there. Residents living nearby strongly oppose the development and support efforts to get the conservancy to buy the property from the developer.

Karayan, a former vice president of the Glen Knoll Homeowners Association, said he knows little about the Oakmont issue. But he said he is generally interested in the preservation of open space in Glendale.

``When I was growing up here, the hills in Glendale were very empty. They are now very full,'' Karayan said. ''I like the idea of identifying ways in which developers may be willing to forgo development so land can be preserved.''

Max Hobbs, vice president of a citizen's group fighting Oakmont View V, said it is important Glendale residents have a representative on the advisory panel.

''It's about time we jump on board and have representation,'' said Hobbs, who was among the competitors for the Glendale appointment. Hobbs said he is now attempting to get Gov. Gray Davis to appoint him to the advisory panel or the conservancy board.

The La Canada Flintridge City Council has appointed Councilman Anthony Portantio to serve on the panel. The Pasadena City Council has appointed resident Charles McKenney.
