Ministry of Finance & Economic Affairs released general procurement notice(GPN) for West African Regional Communication Infrastructure Programme.
The Ministry of Information and Communication Infrastructure has applied for financing in the amount of US$27,000,000(twenty seven million US dollars) equivalent from the World Bank toward the cost of the West Africa Regional Communication Infrastructure Program (ARCIP) the Gambia, and it intends to apply part of the proceeds to payments for goods,works,related services and consulting services to be procured under this project.
The project will include the following components: 1.Infrastructure component to improve connectivity: a)International connectivity will be improved through part financing the Gambia consortium fee to the Africa Coast to Europe sub marine cable.The bulk of this component will be used to finance the Gambia participation in ACE. b)Broad band will be provided to improve priority services. While inter national fiber links could potentially facilitate better and cheaper access to communications in The Gambia, the full benefits of this access can not be achieved with out further investments in national infrastructure and effective use of Information and Communication Technology.
The component consists of the following consultancy services - Back bone Development Option, Support to establish top level do main name agency, Feasibility Study for the Internet Exchange Point(IXP).
2.Creating an enabling environment for connectivity: a)This component would support to optimize the governance, ownership and financing issues related to the operation of the landing station and provision of networks and services emanating from the ACE cable. The component will provide Technical Assistance(TA) and the capacity building necessary to support the successful implementation of Component 1 of the project. In addition to transaction design,this component will focus on addressing policy and regulatory bottle neck sat the national level to maximize the benefits of the proposed connectivity agenda, and maximize benefits from access to international capacity and liberalized inter national gateway.
The component entails the following consulting services: Inter national ad visor to optimize the governance,ownership and financing issues related to the operation of the landing station and provision of networks and services emanating from the ACE cable.
Investment Bank to support implementation of ownership and management of landing station including implementation of divestiture strategy and action plan, Legal and regulatory due diligence, safe guards for open access including gateway liberalization, Broadband study strategy and demand stimulation strategy and action plan, Environmental Studies, Support to Public Utility Regulatory Authority (PURA) Action Plan and Development of Regulatory Instruments
