Full Spectrum Warrior is based on a light infantry-training simulator designed by Pandemic Studios for the U.S. Army as a tool to reinforce Army doctrine and squad tactics among troops. The product was developed with expertise from University of Southern California's Institute for Creative Technologies, which worked with Pandemic to bring state-of-the-art technology to the game. In order to be eligible for consideration in the 2003 Game Critics Awards, a game must be on display at the 2003 Electronic Entertainment Expo in Los Angeles, CA, May 14-16, 2003. Games shown off-site and in private meeting rooms are eligible along with those shown publicly on the show floor. The Judges for the 2003 Game Critics Awards are determined at the sole discretion of the Associate Chairmen of the Game Critics Award Committee. The list of judges is formulated before the E3 show and made available to marketing and public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment.
