In the Catholic Register, Father Bill Ryan Bill Ryan (full name William Emmett Ryan III) (April 4, 1926 – February 18, 1997) was an American broadcast journalist with the NBC television network and its owned and operated local station WNBC-TV in New York City for 26 years, and also served for a year (1970-1971) as  said that in the 1980s, the Canadian Conference of Catholic Bishops (CCCB CCCB Canadian Conference of Catholic Bishops

), held that it was preferable to endorse the imperfect legislation than to have no law on abortion. He also stated that Canada's pro-life movement was responsible for the fact that Canada has no abortion legislation.

Let me recall some facts. The legislation which the CCCB supported in the 1980s could not possibly have reduced the number of induced abortions. Though it proposed to categorize abortion as criminal, it in fact allowed it, if agreed upon Adj. 1. agreed upon - constituted or contracted by stipulation or agreement; "stipulatory obligations"

 by the woman and her physician. I knew, by conversations with doctors at that time, that even though they would be willing to endorse abortion itself, the doctors on the abortion committee were upset because they had to use the false diagnosis of psychiatric illness in order to permit an abortion. Now they were freer than ever to do SO.

Abortion has at times emerged as a controversial subject in various societies because of the moral and ethical issues that surround it, though other considerations, such as a state's pro- or antinatalist  was unjust because it was intrinsically evil and no one could vote for it in good conscience. Promoters of the CCCB position like to quote Evangelium vitae Evangelium Vitæ (Latin: "The Gospel of Life") is the name of the encyclical written by Pope John Paul II which expresses the position of the Catholic Church regarding the value and inviolability of human life. It was promulgated on March 25, 1995.  73 as supporting them. Cardinal Ratzinger however, in his Presentation to Journalists on Evangelium vitae (30 March, 1995), L'Osservatore Romano L'Osservatore Romano ("The Roman Observer") is the Vatican's newspaper. It covers all the Pope's public activities, publishes editorials by important churchmen, and prints official documents after being released. , 5 April, 1995:2, stated that an official can support proposals "limiting the harm ... and lessening the negative consequences" (n. 73). He added, "Of course, he can never vote for injustice to be declared justice."
