TONY Mowbray intends making full use of the loan system next season and may turn to the Premier League's big four in his search for possible signings.

The Albion manager will be given a budget to strengthen his squad but appreciates it may prove cost-effective to bring in a loan player.

Albion will only be allowed two domestic loans next season and may raid one of the top-flight's big-hitters.

Manchester United allowed 16 players to leave on loan this season, with Chelsea and Liverpool each letting 12 out and Arsenal seven.

Whether the introduction of seven named substitutes in next season's Premier League impacts on the release of players remains to be seen, but Mowbray is certainly willing to take a punt if the right player becomes available.

"We are looking at the top four but we are looking at every team," Mowbray told the Birmingham Mail.

"I think you've got to look at them but you are only allowed two internal loans in the Premier League.

"Once you have used your two you don't get any more all season so if we're going to loan from the Premier League we've got to make sure we get them right and not bring squad players in but bring players who you hope will make an impact on your team.

"If the right ones aren't available we won't be using them.

"We're not going to use two loans for the sake of using two loans.

"If people aren't available in the summer they might be available in January and we've got to remember that.

"It is cost-effective as well because you might be getting a player who is worth pounds 5million or pounds 10million and you only need to pay his salary.

"If you can do that for a year you take the hit on what it costs you to pay him because there is no longterm outlay.

"We need to look at that and hopefully use it well."
