Revised for this volume, two studies on foreign assistance prepared by the US Government Accountability Office in April and October 2007 argue that multiple challenges hinder the efficiency and effectiveness of the country's food aid. Other documents are early 2008 reports by the Congressional Research Service on how international food aid is linked to the 2007 Farm Bill, to rising food prices and global food needs, and to agricultural exports. The July 2008 statement by a representative of the United Nations World Food Programme to the US House of Representatives concludes.
