OSTD also renewed its support of the province's efforts to get the federal government to reach an agreement with Ontario on the Labour Market Development Agreement, which would give Ontarians access to $600 million in apprenticeship apprenticeship, system of learning a craft or trade from one who is engaged in it and of paying for the instruction by a given number of years of work. The practice was known in ancient Babylon, Egypt, Greece, and Rome, as well as in modern Europe and to some extent  and skills training funds and deliver accountable and relevant programs to an additional 200,000 people.

Among its key recommendations, OSTD called on the government to work co-operatively to develop tools to integrate and promote learning technologies in the workplace and to maximize employee literacy.
