Flushing makeover.

New York City Economic Development Corporation has issued a Request for Proposals (RFP) for the sale and redevelopment of the approximately five-acre Municipal Lot 1 in Flushing, Queens.

The RFP calls for the creation of town square-like open space, street-level retail, a new residential community, and competitively priced public parking.

The site is located in the center of Downtown Flushing a few blocks from Main Street. Currently a public parking lot, it is bounded by 37th Avenue to the north, 39th Avenue to the south, Union Street on the east, and 138th Street to the west. "Redevelopment of this strategically located parcel is integral to the Bloomberg Administration's goal of improving neighborhoods in all five boroughs," said EDC President Andrew M. Alper.

"This RFP is the first step toward implementing the Development Framework for Downtown Flushing, the comprehensive plan that resulted from an extensive collaboration among City and State agencies, local elected officials, community members, advocacy groups and local business leaders.

"The ideal development plan will feature high-quality, sustainable design and construction that will raise the standard for private investment in Downtown Flushing. I am pleased that EDC is a part of this important initiative."

The town-square open space, which is envisioned to become a center for community activity, should be at least one acre. The residential component should feature housing to meet growing demands in Flushing.

It is expected that lively street-level retail will enhance the pedestrian environment and attract shoppers east of Main Street. The RFP recommends that space be provided in the development plan for cultural or community uses. The use of Green Building Technology Techniques is also encouraged.
