The FBI currently accepts electronic fingerprint submissions and prints the electronically submitted data onto paper cards. The two key standards for state and national interoperability are the ANSI/NIST data format for interchange of fingerprint information and the FBI's Electronic Fingerprint Transmission Specification (EFTS), which adds message formats to the NIST standard. The FDLE commenced operation of an upgraded real-time Printrak AFIS in October 1997 and brought its NIST/EFTS capability on line in May 1998. The card becomes part of a NIST "packet" that includes suspect description, charges and other segmented information, all of which are transmitted to a NIST server at FDLE headquarters in Tallahassee, Fla. The NIST server provides an interface to both the state's AFIS and criminal history database, as well as an EFTS transmission to the FBI when merited by the type of charge against the person. An image of the fingerprint card is stored in an electronic NIST archive, eliminating the need for paper records. Prior to livescan, a suspect's prints were inked on three different cards -- one for the local agency to keep and two for mailing to the state agency and the FBI. In addition to delays from mail distribution, there was a lack of consistent quality in the inking process that resulted in potential errors in later search and match operations. Printrak's livescan devices have been certified by the FBI as meeting digital image quality criteria. At the present time, the FBI prints out the electronically submitted cards, but when IAFIS becomes operational, transmissions will be direct to the IAFIS database. The FDLE is processing more than 2,500 fingerprint searches a day, according to Donna Uzzell, director of Florida's Criminal Justice Information Services See Information Systems. . In addition to administrative efficiencies in capturing, storing and distributing information, the overall Printrak system is credited with accelerating judicial processes in Florida by providing prompt background information on suspects at the time of booking. The North Carolina Bureau of Investigation was the first Printrak customer to use its AFIS for interstate identification searches when it participated in a program to test the NIST standard in 1997.
