"If there is no progress in the next two years (on structural reforms), we would have to change our rating," said the director.

Fitch upgraded Mexico's foreign debt rating to investment grade in January 2002, following the federal government's approval of a watered-down fiscal reform package.

By comparison, Moody's rating agency assigned its investment grade to Mexico before the fiscal reform was passed.

"We don't condition classifications, and we don't make recommendations. More than fixating on reforms, we consider the credit capacity of issuers," Moody's Mexico CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board.  Benito Solis told local press.
