Fitch Updates Quantitative Ratings on U.S. Health Insurance Companies.

CHICAGO -- Fitch Ratings Fitch Ratings

An international rating agency for financial institutions, insurance companies, and corporate, sovereign, and municipal debt. Fitch Ratings has headquarters in New York and London and is wholly owned by FIMALAC of Paris. has updated the Quantitative Insurer Financial Strength (Q-IFS) ratings assigned to health insurance companies in the U.S., resulting in 96 rating affirmations, 59 rating upgrades, and 29 rating downgrades. Furthermore, Fitch has assigned initial Q-IFS ratings to an additional 37 health insurance companies.

On August 10, 2006 Fitch published an updated criteria report for its quantitative ratings model for U.S. health insurers. A copy of the criteria report, 'The Updated U.S. Health Insurer Quantitative Insurer Financial Strength Ratings Methodology,' is available on the Fitch web site at 'www.fitchratings.com' under 'Insurance' and 'Criteria Reports'. The report provides an overview of the Q-IFS rating program

and the rating model, a discussion of the limitations regarding the use of the Q-IFS ratings, and a review of the rating scale and definitions. It is intended that the updated rating methodology will be the basis through which Fitch will continue to produce Q-IFS ratings for U.S. health insurers.

Q-IFS ratings are generated using a model that utilizes statutory financial statement information that individual companies file with state regulators. The model incorporates 'rating logic' that mirrors many aspects of the quantitative analysis Quantitative Analysis

A security analysis that uses financial information derived from company annual reports and income statements to evaluate an investment decision.

Notes: that is used to assign traditional IFS ratings. Traditional IFS ratings incorporate both quantitative and qualitative factors and typically involve in-depth discussions with senior management. The Q-IFS ratings incorporate a 'q' subscript (1) In word processing and scientific notation, a digit or symbol that appears below the line; for example, H₂O, the symbol for water. Contrast with superscript.

(2) In programming, a method for referencing data in a table. to differentiate the ratings from traditional IFS ratings.

While recognizing the limitations associated with using a strict quantitative rating approach, Fitch believes that Quantitative IFS ratings will provide reasonable representation of the health insurance company's stand-alone financial strength and operating profile.
