Analysts will focus on the legislative risk inherent in the industry, growth in private education loans and associated credit risks, and student loan funding diversity and necessary credit enhancement Credit Enhancement A method whereby a company attempts to improve its debt or credit worthiness. Notes: Credit enhancements take many different forms. An example of a credit enhancement would be conversion rights added on to a debt instrument in order to lower the issuing levels. Fitch believes consistent increases in tuition costs and enrollment levels have combined to produce substantial growth in the U.S. student loan industry over the last decade. Encompassing much of these trends is the continued politically charged process -- which includes the President's 2008 budget -- as educational funding reform takes up debate following the 2007 Republican-to-Democrat power shift in Congress.
