Fitch took the following rating actions on March 7, 2005 for Uruguay:

-- Long-term foreign currency rating upgraded to 'B+' from 'B';

-- Long-term local currency ratings upgraded to 'BB-' from 'B+';

-- Short-term foreign currency rating affirmed af·firm

2. To support or uphold the validity of; confirm.

-- Country ceiling affirmed at 'BB-'.

These rating changes affect US$6.9 billion in bond debt, and the Rating Outlook is Stable.

Morgan Harting, Senior Director, Latin America Latin America, the Spanish-speaking, Portuguese-speaking, and French-speaking countries (except Canada) of North America, South America, Central America, and the West Indies.  Sovereign Group, will conduct a teleconference to discuss Uruguay's recovery, the economic outlook under the new government, and rationale for the upgrade.
