Fitch also affirms the 'A' rating on the City of Brownsville, TX's outstanding utilities system revenue bonds, utilities system junior lien exchange revenue bonds, and utilities system subordinate lien revenue bonds. The Rating Outlooks are all Stable. Proceeds from the series 2006 bonds will be used to advance refund a portion of SRWA's outstanding series 2002 water supply contract revenue bonds. SRWA's bonds are payable primarily from pledged water supply contract revenues of the project's five participants. The bonds are expected to be insured and to price the week of Nov. 13, 2006 with A.G. Edwards & Sons as senior manager. The Brownsville Public Utilities Board The Brownsville Public Utilities Board, or Brownsville PUB, is the main utility company in the city of Brownsville, Texas. It is the largest of three electric providers (in terms of local customers) in the city of Brownsville, as well as the largest water provider for the (BPUB; rated 'A' by Fitch) is the largest participant in the project (92.9%) and is subject to a 100% step-up provision in the event any of the other participants are unable to meet their obligations under the contracts.
