 affirms the 'AA-/F1+' on bonds issued through the development corporations listed as follows:

--Industrial Development Corporation of the Port of Centralia, (Washington) variable-rate demand solid waste revenue bonds (LeMay Enterprises Project), series 1999;

--Olympia Economic Development Corporation (Washington) variable-rate demand solid waste revenue bonds (LeMay Enterprises Project), series 1999;

--Economic Development Corporation of Pierce County (Washington) variable-rate demand solid waste revenue bonds (LeMay Enterprises Project), series 1999.

The 'AA-/F1+' rating for the each of the above named series of bonds are based on alternate LOCs provided by Bank of America

The alternate LOCs cover principal, interest, and purchase price of the bonds. The interest portion of the available commitment represents 45 days of interest on the bonds computed at a rate of 12% based on a year of 365 days.

The rating will expire upon the earliest of: March 6, 2010, the stated expiration date Expiration Date

The day on which an options or futures contract is no longer valid and, therefore, ceases to exist.

Notes:
The expiration date for all listed stock options in the U.S.
 of the LOC LOC - lines of code , unless such date is extended; or defeasance of the bonds; or any prior termination of the LOC.
