First Place: El Segundo was deemed the friendliest city for business in the area by the Los Angeles County Economic Development Corp. Eager to kick-start economic development efforts in the region, the LAEDC LAEDC - Los Angeles Economic Development Corporation
LAEDC - Louisiana Economic Development Council
 put together a panel of economic development experts to evaluate all of the county's 88 cities based on their commitment to attracting and retaining high-quality jobs. El Segundo beat four other finalist cities--Burbank, Lancaster, Long Beach and Santa Clarita--for the fast-ever title of most business-friendly city in L.A. County. The panelists cited the South Bay city Bay City.

1 City (1990 pop. 38,936), seat of Bay co., S Mich., a port of entry on the Saginaw River at its mouth on Saginaw Bay (an inlet of Lake Huron); inc. 1859 with the consolidation of several settlements along the river. Its harbor handles Great Lakes and ocean shipping. Bay City is the industrial, marketing, and transportation center of a rich farm area that yields sugar beets, potatoes, and dairy products. Shipbuilding is also important.
's concentration of Fortune 500 companies, its ability to process a business license application in less than 24 hours, and its lower-than-average utility and hotel bed tax rates.
