As usual, Cussler contrives an involving plot compounded of history, archaeology, sunken treasure, ruthless villains, scientific technology, a beautiful woman, and heart-stopping adventure. It seems some Russian royalty did escape in 1918 and now a powerful political presence, Mikhail Razov, and his wicked henchmen want to take over not only Russia but the world. One of their goals is to mine "fire ice," volatile solid methane, which exists throughout the world on the ocean floor. The evil ones cause a tsunami on the coast of Maine in an explosive practice run, and now are getting ready to unleash this devastation on three large Atlantic coast cities. But not if Kurt Austin, his pal Joe Zavala Jose "Joe" Zavala is the sidekick of Kurt Austin in the NUMA Files adventure novel series, similar to Al Giordino in the Dirk Pitt novels by Clive Cussler.

He is described as slightly shorter than six feet tall with a dark complexion.
