Both the Orange County and Charlotte markets has their highest levels of apartment permits in more than a decade in 2000, and some adjustment could be expected. The latter three markets had exceptionally high levels of apartment permit activity in the first half of 2000, and lower activity was anticipated. Apartment construction overall is relatively stable and it is expected to remain so for the next two quarters at least. There will be shifts in metropolitan area strengths for various market reasons.
