The outcomes of these processes will be a critical indicator of the effectiveness of such a process in the current political environment as it relates to the question of a fifth world conference on women and attention should be paid to what happens in this process. Overall the discussions held by the NGOs differentiated between the question of a fifth global conference or summit and parallel NGO forum at some future date, and the review by the CSW et its session in 2005. In addition a number of alternatives were discussed. The following summarizes the main points of these discussions:

Future Fifth UN World Conference/Summit on Women

The majority of women present were in favour of holding a fifth UN world conference on women at some point before 2010. They cited the need to keep up momentum and inspire a new generation of women activists and bring them into the global arena. Also, international conferences represent a critical place where women can demand accountability from their governments.

At the CSW session practical problems with holding a conference in 2005 were also discussed, as the necessary lead-time to prepare for a global UN conference in 2005 is not available. Such a global event requires a minimum of three years to prepare once legislated by the General Assembly. Information for the review in 2005 will be based on a questionnaire to governments and to UN agencies, funds and programmes that will be prepared by the UN Division for the Advancement of Women. In the past, NGOs have responded by preparing "shadow" reports that are used both nationally and globally. Several questions remain regarding the process of information collection, including the timeline for the questionnaire, which will probably go out in the fall of 2005, the kind of questions if will include and whether NGOs will be consulted both in preparing the questionnaire and in providing responses.

Recognising that some regional processes are already in place to monitor progress in implementing the Beijing Platform, it was strongly urged that the "no negotiation of agreed text" modality modality /mo·dal·i·ty/ (mo-dal´i-te)

Alternatives and Innovative Approach

A number of alternatives to a global UN conference and innovative approaches were discussed. There have been proposals to convene CONVENE, civil law. * Discuss alternative formats to renegotiation of agreed text for both advancing implementation and considering new issues;

* Monitor and influence preparation of Country reports (submitted to the United Nations Development Programme) on implementation of the MDGs to ensure attention to gender in relation to all of the goals.

To aid in the above and for purposes of lobbying governments, the following brief guides may be useful:

Ask (government officials) for support for a "no-negotiation" strategy at the review by CSW in 2005 (and in regional reviews) of the implementation of the Beijing PFA and urge that country level consultations with civil society be convened as part of the preparation of national reports on implementation in response to the questionnaire from DAW.

* Fifth world conference on women:

Urge governments and NGOs to continue to explore the possibility of holding a conference between 2007 and 2010.

* MDGs:

Urge that in preparing reports on the implementation of the MDGs, attention be paid to how both women and men are being impacted, to the critical role of women in achieving all of the goals, and to ways in which targeting women and girls can expedite ex·pe·dite

Face aux contraintes politiques et pratiques et reconnaissant qu'il n' y avait pas encore de consensus en ce qui concerne la tenue d'une cinquieme conference, en notre position de communaute des ONG, nous avons convenu de ne pas faire pression pour la conference en 2005. Au contraire, il a ete convenu de poursuivre les debats des ONG sur cette question de date par voie electronique et dans les forums varies, et de prendre aussi en consideration de nouve/les approches novatrices.

L'opinion des ONG etait que la revision de 2005 dont la visee etait d'"evaluer les progres et de considerer de nouvelles initiatives convenables, 10 ans apres l'adoption de la plate-forme d'action de Nairobi sur "Les Strategies permettant d'Aller de l'Avant", (Declaration Politique adoptee par la 23 eme Session Speciale de I'AG en juin 2000), devrait se concentrer sur les rapports relatifs a la mise en oeuvre et quil ne devrait pas y avoir de document negocie. La revision devrait constituer un exercice de rapportage sur la mise en ouvre en mettant l'accent sur les meilleures pratiques et les strategies efficaces employees par les differents acteurs responsables de la mise en oeuvre. Le processus de collecte des informations, et notamment la date limite du questionnaire, qui parattra probablement en automne 2005, le type de questions qui s'y trouveront et la question de savoir si les ONG seraient oonsultees sur la preparation du questionnaire et si elles devront donner des reponses. Reconnaissent que certains processus regionaux sont deja mis en place pour surveiller les progres de la mise en ceuvre de la plate-forme d'action de Beijing, il e ete instamment recommande que la modalite de ne pas proceder aux "negociations sur les textes approuves" soit aussi appliquee aux processus regionaux. Comme dans le passe, dans le cadre des preparations des rapports nationaux, il conviendrait d'encourager les gouvernements a organiser des consultations avec des acteurs principaux tels que les ONG feminines.

APPROACHES ALTERNATIVES ET NOVATRICES

Un certain nombre d'approches alternatives et novatrices ont fait l'objet de debats a la conference mondiale de l'O.N.U. Il a ete propose d'organiser une conference mondiale des femmes a laquelle les gouvernements seraient invites, qui representerait une conference des femmes sur la situation mondiale. A titre titre

Mais il a aussi ete mentionne sur une note preoccupante, que les ODM ne refletent pas les recommandations qui ont ete faites a ces conferences, et notamment colles relatives aux droits a la sante reproductive. Dans ces discussions, il a ete question d'examiner dans quelles mesures il le mouvement feminin devrait continuer de travailler avec l'ONU, il s'agissait aussi d'examiner des conditions de se genre de travail. Un point de vue met l'accent sur le succes que les femmes ont realise en influencant le programme international et en militant aupres des gouvernements pour presenter leurs preoccupations et idees a l'ONU, y compris l'habilitation que les femmes ont gagne aupres de leurs gouvernements nationaux. Une autre tendance declare que ce qui est desormais possible a travers l'ONU est insetisfaissnt et fournit une perception floue permettant le manque d'action au niveau local ; cette situation aboutit a la necessite de mettre davantage l'accent sur les activites nationales et locales et sur la collaboration avec des institutions internationales telles que le Fonds Monetaire International, la Banque Mondiale et l'Organisation Mondiale du Commerce. * Surveiller les discussions du groupe AG relatives au suivi des conferenses mondiales ayant lieu a New York des maintenant jusqu'en juin 2003 quand le groupe de travail fera des recommandations et etudier les meilleures voies permettant d'examiner la revision de la mise en oeuvre des resultats des conferences et sommets majeurs de l'ONU.

* Surveiller le processus du Conseil Economique et Social sur le suivi de la Conference a Geneve en juillet 2003 en tenant compte de ces memes considerations ;

* Discuter des formats alternatifs aux nouvelles negociations de textes adoptes pour avancer la mise en oeuvre et examiner les nouvelles questions ;

* Surveiller et influencer la preparation des rapports des pays (soumis au Programme de Developpement de l'ONU) sur la mise en oeuvre des ODM pour assurer que l'attention soit accordee aux questions de genre en ce qui concerne tous les objectifs.

Les grandes lignes suivantes pourraient etre utiles pour les domaines mentionnes plus haut et pour les activites de pression aupres des gouvernements:

* Revision de 2005 par la CCF.

Demander aux agents des gouvernements de soutenir une strategie "opposee aux negociations" dans la revision faite par la CCF en 2005 (et dans les revisions regionales) de la mise en oeuvre de la plate-forme d'Action de Beijing et encourager instamment l'organisation des consultations locales des pays avec la societe civile en tant que partie integrante de la preparation des rapports nationaux en reponse au questionnaire de DAW.

* Cinquieme conference mondiale sur la Femme:

Encourager instamment les gouvernements et les ONG a continuer a explorer la possibilite d'organiser une conference entre 2007 et 2010.

* ODM

Demander avec instance que, lors de la preparation des rapports sur la mise en oeuvre des ODM, une attention particuliere soit accordee a leurs consequences sur les femmes et les hommes, sur le role important de la Femme dans la realisation de tous les objectifs, et aux moyens visant les femmes et les filles qui permettent une realisation plus rapide de ces objectifs.

Sur le plan regional, quatre organisations se sont portees volontaires pour servir de points focaux dans la poursuite de ces debats au niveau regional.
