The mainland portion of it lies in the traditional county of Ayrshire, and borders onto the areas of Inverclyde, Renfrewshire, East Ayrshire, and South Ayrshire. Council leader David O'Neill actually believes the rubbish he is spouting spout·ing n. Chiefly Pennsylvania & New Jersey See gutter. See Regional Note at gutter. spouting Noun NZ a. about the council bending over backwards to try to accommodate the Homecoming Festival in Irvine. The only thing this council is bending over backwards for is to be as greedy as possible, as usual.
