Arkansas' plan, administered by Merrill Lynch-subsidiary U.S. Private Clients in Princeton, N.J., charges 1.76 percent of contributions. That's compared with 0.65 percent in fees for the state of New York's plan.

"Fees can make a big difference in what's actually available to pay for college," The Wall Street Journal said.
