The Board was advised that the Houston Director, Guy Sullaway, and Past-President Director, Dick Mullen, resigned from the Board due to business constraints. Summary of FSCT Activities FSCT President Dr. Fritz Adolf Fritz, generally called Dr. Fritz (Munich, ? – Estonia, 1918), was a hypothetical German surgeon whose spirit has allegedly been channeled by several Brazilian psychic surgeons, starting with José (Zé) Arigó in the 1950s and continuing up to the present. Walker commented in his report to the Board: Since the Spring Board of Director's meeting, it has been my pleasure to represent the FSCT at OCCA's annual meeting in Durham, UK, and at the 9th ABRAFATI Congress in Sao Paulo, Brazil. I also chaired all meetings of the Executive Committee, and served on the Publications Committee and the OCCA Collaboration Committee. Membership. As of the June end of our membership year, membership stood at 5131, vs. 4845 a year ago. Of those members, 1446 are "Federation Only" members. This rise in membership reverses a general, downward trend in membership for the last decade. Thus, the decision to change our Bylaws and allow both Federation and Local Societies to pursue independent memberships has been beneficial to the FSCT. We have identified the manufacturing community within our industry as a group whose participation in the FSCT has declined. To reverse that trend, there has been an increased effort to publish articles of interest to this community in JCT JCT Junction JCT Jerusalem College of Technology JCT Joint Contracts Tribunal (UK build contracts governing body) JCT Journal of Coatings Technology JCT John Christner Trucking JCT Journal of Curriculum Theorizing COATINGSTECH. Next year, our first ACSeries event will have a manufacturing theme. The globalization globalization Process by which the experience of everyday life, marked by the diffusion of commodities and ideas, is becoming standardized around the world. Factors that have contributed to globalization include increasingly sophisticated communications and transportation of our industry has been an ongoing trend for some time. One of the FSCT's strategic initiatives has been to increase our international presence. Due largely to the efforts of Liaison Committee The Liaison Committee is a topical committee of the British House of Commons, the lower house of the United Kingdom Parliament. It includes the Chairmen of the 30 Select Committees. Chair, Colin Penny, the FSCT has done much to foster the development of sister technical organizations in Latin America Latin America, the Spanish-speaking, Portuguese-speaking, and French-speaking countries (except Canada) of North America, South America, Central America, and the West Indies. . The Argentinean group, SATER, is now the most developed technical organization in that region. They publish a high-quality journal, and hold a biennial trade show with technical symposia sym·po·si·a n. A plural of symposium. and educational events. With our sponsorship, they have recently been awarded membership in the Coatings Societies International (CSI CSI Crime Scene Investigator CSI CompuServe, Inc. CSI Commodity Systems, Inc. CSI Commodity Systems Inc. (Boca Raton, FL) CSI Crime Scene Investigation (CBS TV show) CSI Christian Schools International ). The Andean technical organization, STAR, is also holding annual events and regularly utilizes speakers provided by the FSCT to enhance their educational offerings. We also maintain excellent relationships with the trade organizations ABRAFATI and ANAFAPYT ANAFAPYT Asociacion Nacional de Fabricantes de Pinturas y Tintas (Mexican Paint and Printing Ink Manufacturers Association) , representing Brazil and Mexico, and continue to look for ways in which we can work together to provide technical information and educational forums in those countries. Over time, we are hopeful that membership in the FSCT in those countries will grow significantly, though such hopes need to be tempered by the present, relatively small size of those markets when compared to the USA. In more developed markets in Europe and Asia, we have determined that the most fruitful path to internationalization The support for monetary values, time and date for countries around the world. It also embraces the use of native characters and symbols in the different alphabets. We have formed a Collaboration Committee which is meeting regularly with our closest sister organization, the Oil & Colour Chemists' Association (OCCA). with this organization represents an excellent opportunity to develop a
presence in many parts of the world where the industry is experiencing
high levels of growth.
Education. The Advancement in Coatings Series of seminars, spearheaded by President-Elect Rose Ryntz and TECC TECC Tasmanian Electronic Commerce Centre (Australia) TECC Training and Education Coordinating Center TECC Training and Education Coordinators Committee TECC Teens Encounter Christ and Church (Gregory, Texas) Chair Ray Fernando was instituted as a means to provide education and state-of-the-art technical developments to our membership, while creating much-needed revenues to make up for the change to every-other-year ICE. Three events were held this year: "Research Methods in the 21st Century"; "Nanotechnology"; and "Coatings for Wood," each more successful than the last. On a net-net basis, these events brought in approximately ($6,800), $51,000, and $75,000-plus, respectively. Momentum clearly seems to be building, and as we learn to design these programs both to better serve our members and to improve our financial situation, we are optimistic op·ti·mist n. 1. One who usually expects a favorable outcome. 2. A believer in philosophical optimism. op that they will serve an increasingly important role in our activities. We also held 12 Virtual Learning Courses this year. This medium, introduced to the FSCT through the efforts of Education Director Rod Moon, has become a very cost-effective and financially viable means to distribute coatings education to our members and the industry. Publications. We split our journal into JCT RESEARCH and JCT COATINGSTECH more than one-and-a-half years ago. This change has been an unqualified success. Authors and libraries appreciate the more scholarly appearance of RESEARCH. We have a significant backlog of papers in the cue, and we may have to increase publication from four to six times per year to satisfy demand. COATINGSTECH, meanwhile, offers a more practical brand of formulating information for the typical practitioner, fresh new articles about the markets we serve, and a highly acclaimed series of articles on analytical chemistry analytical chemistry: see under chemistry. pertaining per·tain intr.v. per·tained, per·tain·ing, per·tains 1. Just as we started to build significant momentum with advertisers, we suffered a setback when our energetic advertising sales representative left us to pursue a terrific job opportunity in a completely different industry. Fortunately, we have recently hired a new salesperson, and ad sales again appear to be accelerating. Kudos go to our publications staff led by Pat Ziegler, and our longtime and tireless JCT Editor, Ray Dickie. Finances and Structure. For FY 2005, we closed the year with a surplus of $801,372 vs. an initial budget forecast of $886,176. The biggest factors in the shortfall were less-than-budgeted revenues from the 2004 ICE and the AC Series events and higher-than-expected publication costs. For 2006, our first full year without an ICE show, we anticipate a deficit of ($997,924), for a combined two-year deficit of approximately ($200,000). I referred above to some positive momentum generated on the revenue side of the ledger. Adj. 1. , these efforts may not be sufficient to generate a surplus budget. While the FSCT has sufficient reserves to deal with such a deficit, it is clear that we must soon balance our budget to ensure the long-term health of our organization. To do so, it is imperative that we follow through on the reform of our structure and governance, and install a new Board of Directors with the business acumen and creative imagination to both manage our costs and develop new sources of revenue. At the Spring Board Meeting, a set of completely revised Bylaws consistent with the recommendations of the Structure and Governance Task Force, which I chaired in FY 2004, was passed unanimously by those present. As we meet this fall, by far the most important issue before us is the second reading for final passage of these new Bylaws. These changes will streamline our governance by reducing the voting Board from 32 Directors and 4 Officers to 9 Directors and 2 Officers. It will also place election of Directors for the first time in the hands of our membership. To implement these extensive changes, the Transition Task Force, chaired by Past-President Rick Hille, has been working very hard to develop a plan to ensure that the transition occurs efficiently and legally, with a minimum of interruption to the day-to-day workings of our organization. To that end, the Board will be asked to pass a series of enabling Resolutions. If all goes smoothly, we will elect a new President, Vice-President and Secretary-Treasurer to terms consistent with the new Bylaws. However, the FSCT will continue formal operations in accordance with the old Bylaws, administered as necessary by the current Board. An election ratifying the new Bylaws, and electing a slate of 9 new Directors (three each for 1-, 2-, and 3-year terms) will be held January 2-22, 2006. The new Board is scheduled to then take the reins on February 6, 2006. I urge you to pass the second reading of the new Bylaws, as well as all associated Resolutions, since these changes are absolutely crucial to the long-term health of our organization. Just as importantly, I urge the members of the Board to go back to their local Societies and 'get out the vote!' Please urge your members to ratify the new Bylaws, and ask them to carefully consider their choices to serve on the Board. The Transition Task Force has nominated a slate of eminently qualified individuals, and 9 member-petitions for Directors have also been received. While the Bylaws revisions are crucial, the choice of an initial set of Directors who have the ability to get the new organization up and running, and develop strategies to meet the many issues before us, is arguably ar·gu·a·ble adj. 1. Open to argument: an arguable question, still unresolved. 2. That can be argued plausibly; defensible in argument: three arguable points of law. even more important to our future. I would like to close by saying that it has been an honor and pleasure to serve as President of the FSCT. Our organization is served by a talented staff, which works very hard to provide our members with first-rate publications and educational venues, and a world-class trade show. We are also served by many dedicated and remarkable volunteers. They spend many hours in service to the FSCT. Many have also personally offered me much-appreciated help and guidance when difficult decisions loomed. I thank all of you for your support, and treasure the many friendships that have developed along the way. Bob Ziegler, Executive Vice President, and Rod Moon, Director of Education, reported on FSCT activities during 2004-2005: Restructure Of most significance to the FSCT's future during 2005 is the topic of restructure of the Federation's governing bodies. Having passed first reading in the Spring, the completely revised Bylaws will be presented for second and final reading at the Board meeting in Las Vegas. The measures being proposed extend well beyond the reduction of the size of the Board of Directors. Although greatly reducing the Board's size from its current 37 to 11 (including Officers), the proposed restructure will allow, for the first time, the democratic and direct election of Board Directors by the membership. The Transitional Task Force, acting as Nominating Committee A nominating committee is a group formed usually from inside the membership of an organization for the purpose of nominating candidates for office within the organization. It works similarly to an electoral college, the main difference being that the available candidates, either under the leadership of Past-President Rick Hille, has proposed a slate of 10 well-qualified and diversified members who have passed the scrutiny of this highly selective team. The new Bylaws also provide for nominations submitted directly by individual members through a petition signed by 25 members. Nine additional nominees have been added to the slate in this auxiliary manner for a total of 19 potential nominees for the nine positions on the new Board. The slate will be presented for approval to the Board at its meeting on November 6, as will the slate of Officers for President, Vice President and Secretary-Treasurer for election at that meeting. Election for the Board will take place via electronic and mail balloting from January 2 to January 22, 2006, with the new Board taking office on February 6 following verification of the results. It has been almost 30 years since the FSCT redefined its organization to reflect and respond to changes in the industry and its membership. The proposals being acted upon now will provide for a Federation that will be better positioned to respond in a timely manner to the members' needs as well as to be proactive in serving the global coatings community. Education The challenge of facing a year without ICE is upon us. Our concerns are in two areas: finance and education. ICE gave the FSCT a forum at which the international coatings industry came together to share, to learn, and to grow. Without ICE, how could the FSCT continue to serve in its capacity as an industry leader in technical communication? The answer, or at least one part of the answer, was the creation of the Advancements in Coatings series of educational courses--the ACSeries. Growing out of the discussions of the Alternate Year Event Task Force, the programs for the ACSeries are developed by task forces, each devoted to a focused topic. In 2005, the FSCT sponsored three such events: in May, in New Orleans--"Research Methods for the 21st Century"; June in Seattle--"Nanotechnology"; and in September in Charlotte--"Coatings for Wood." The latter event featured tabletop exhibits of 26 companies. Although starting slowly, each successive event grew progressively more successful, with Wood Coatings exceeding its intended target both in attendance and financially. Using the experience learned in 2005, the task forces will develop even better ACSeries. Planning is in the beginning stages and information will be disseminated in late December on courses scheduled for spring and summer 2006. The continued growth of the programs enhances not only the FSCT's ability to deliver this type of cutting-edge education, but it also grows its reputation in leading the way in technical education. Currently, 10 VLC programs are scheduled for the Spring 2006. We offer our sincere thanks to the VLC task force for its excellent support. In addition to its support of the Western Coatings Societies Symposium and Show in Las Vegas, the FSCT's Professional Development Committee has developed a series of short courses featuring such topics as Aerospace Coatings, High Performance Pigments, Formulation for Waterborne Coatings, and Film Formation and Crosslinking. The short courses will be held the day prior to the WCS See Windows CardSpace. on November 6. The FSCT appreciates this opportunity to work with the Western Coatings Societies organizing committee in the development of the first WCS event held in Las Vegas. ICE Convention This year the FSCT experienced a double challenge in the development of ICE 2006. Initially scheduled for Chicago, we found that due to scheduling errors on the part of the McCormick Place McCormick Place is an enormous exposition complex located in Chicago, Illinois. , there was inadequate space available. Following a series of quick phone calls and meetings, the FSCT was able to contract for space in New Orleans New Orleans (ôr`lēənz –lənz, ôrlēnz`), city (2006 pop. 187,525), coextensive with Orleans parish, SE La., between the Mississippi River and Lake Pontchartrain, 107 mi (172 km) by water from the river mouth; founded , site of the successful 1998 and 2002 events. Unexpectedly, our most recent challenge was Hurricane Katrina's and Rita's attempt to obliterate o·blit·er·ate v. 1. To remove an organ or another body part completely, as by surgery, disease, or radiation. 2. To blot out, especially through filling of a natural space by fibrosis or inflammation. much of the Gulf Coast. Staff has been in frequent communication with the city's convention officials and hotel properties. Damage to the city, as you all know, was extensive. However, the storms did not affect the tourist and convention locations as dramatically as many other parts of New Orleans. The city necessarily cancelled all meetings scheduled through the end of March 2006. Repairs and recovery are well underway and the city should be able to not only accommodate but to proudly host a return of the nation's convention industry beginning in April. The city is convinced they will be easily able to take care of the FSCT's needs in November next year. Our optimism notwithstanding, staff is also making contingency plans and has contacted several alternate cities to investigate other options. We will continue to keep the FSCT Board and membership informed as plans develop. ICE 2006 is scheduled for November 1-3 at the Morial Convention Center in New Orleans. Exhibitor promotional brochures have been distributed and companies are now reserving space in the show. In a related matter, the FSCT is offering its resources to those industry personnel who may have lost their employment due to the recent hurricanes. Those seeking jobs should contact the FSCT Headquarters to have notices placed in JCT COATINGSTECH and on the FSCT website free of charge. Our hearts, prayers and support go out to all of our members, friends and colleagues who were affected by these disasters. Collaboration The Federation has continued to seek opportunities to expand its ability to provide services to its membership through collaboration with its sister industry organizations. Recent discussions with the Oil & Colour Chemists' Association have indicated several areas in which the FSCT and OCCA can cooperate for the betterment bet·ter·ment n. 1. An improvement over what has been the case: financial betterment. 2. Law An improvement beyond normal upkeep and repair that adds to the value of real property. of both of our memberships. These discussions are continuing and will, hopefully, lead to new programs for our respective organizations. The recent ACSeries event on Wood Coatings gained the support of several industry organizations that provided promotional support to their members. We sincerely thank the Paint and Decorating Contractors of America, RadTech International N.A., and Master Painters Institute for their assistance in promoting this event. Our efforts to develop international relationships were taken to new heights by the FSCT's Director of International Relations international relations, study of the relations among states and other political and economic units in the international system. Particular areas of study within the field of international relations include diplomacy and diplomatic history, international law, , Colin Penny. Colin, a Past-President of the FSCT, has nurtured relations with several South American coatings technical organizations and this year the FSCT was delighted to sponsor the entry of the first Latin American organizational member of Coatings Societies International (CSI). SATER, the technical coatings society in Argentina, has made great advancements in developing its organization and the services provided to its membership. We are very pleased to have played a part in the growth of technical development in Argentina. The FSCT's and Mr. Penny's interest and encouragement have also assisted the organization of the technical professionals in the Andean countries of South America South America, fourth largest continent (1991 est. pop. 299,150,000), c.6,880,000 sq mi (17,819,000 sq km), the southern of the two continents of the Western Hemisphere. . STAR is currently planning its fifth consecutive international meeting in Venezuela next March. Co-sponsored by the FSCT, ANDINA PAINT's conference and exhibition have grown to be an annual event that serves as a forum for the coatings community in the Andean region Andean region may refer to:
Communications The further development of the FSCT's technical and member journals was a priority for 2005. We are pleased that both JCT RESEARCH and JCT COATINGSTECH have gained wide acceptance by both the membership and the industry as valuable resources. JCT Editor Dr. Ray Dickie and the members of the Editorial Review Board continue to provide high quality refereed technical articles for the quarterly JCT RESEARCH. The technical articles are also available online through the FSCT's website. Members have free access to these articles for downloading as a member benefit. The FSCT has also expanded the scope of its features in JCT COATINGSTECH to include manufacturing articles and its series on analytical techniques. The market updates provided by JCT contributor Cynthia Challener are among the most widely read features published by the FSCT. We are also pleased to report that despite a very competitive advertising market and the unfortunate turnover in advertising sales personnel this year, ad sales have gained ground due to the recent addition of our new outside ad sales agent Carolyn Ward. In addition to her ad sales responsibilities, Carolyn is instrumental in fulfilling one of the goals for this year in bringing together the promotion and sale of available FSCT resources to the supplier industry. The FSCT's BrandBuilder Program offers opportunities and incentives to suppliers to use a wide variety of FSCT media to facilitate their marketing efforts: JCT advertising, ICE exhibits, ACSeries tabletop exhibits, and website advertising. The FSCT's website is in the final stages of its planned redesign. Currently scheduled for completion in early 2006, the site will be expanded to include more interactive areas and areas devoted to member-accessed information. The redesign is in response to (1) the need to accommodate new technology and communications software (communications, software) communications software - Application programs, operating system components, and probably firmware, forming part of a communication system. These different software components might be classified according to the functions within the Open Systems programs, and (2) a continuing growth of member and industry usage of the website. The FSCT website (www.coatingstech.org) is currently experiencing over 400,000 "hits" per month. Even more impressive is that the site has over 15,000 "visitor sessions" per month--a "visitor session" is loosely defined as a visit to the website for an extended period of time. The Executive Committee reviewed the site plan at its recent meeting and congratulated Ms. Ziegler and staff on a very thorough approach to increasing the functionality of the FSCT's website. The FSCT was selected to publish the proceedings of the 3rd Service Life Prediction Symposium, held in Sedona, AZ, February 2004. Editors of the book are Jonathan W. Martin (NIST (National Institute of Standards & Technology, Washington, DC, www.nist.gov) The standards-defining agency of the U.S. government, formerly the National Bureau of Standards. It is one of three agencies that fall under the Technology Administration (www.technology. ), Rose A. Ryntz (Visteon), and Ray Dickie (Editor of JCT RESEARCH and JCT COATINGSTECH). The staff worked closely with the editors of the proceedings and the authors of the papers to publish this book in early October. Significantly, this represents the first time that FSCT has served as publisher for work prepared outside of the organization and presents an excellent opportunity for the FSCT to position itself as an industry publisher. Committee Activities Technical Events Coordinating Committee (TECC) New this year, three conferences, part of the Advancements in Coatings Series (ACSeries) were held in 2005. Developed and implemented by specific task forces under the direction of the TECC, these conferences were very successful both in terms of task force input and attendee outcomes. It is clear that the ACSeries has addressed many needs in the coatings industry. As the conferences are refined and the task forces learn from one another, the ACSeries brand will continue to develop and grow to meet the ever-changing needs of the industry. Second Reading of Revised Bylaws Prior to the Second Reading, Rick Hille, Chair of the Transition Task Force, presented an overview of the group's deliberations and recommendations. He noted that FSCT legal counsel reviewed the revised Bylaws and the procedures for election of the new Board of Directors. In addition, he pointed out that the revised Bylaws calls for the formation of the Society Liaison Council that would provide "much needed feedback and input from the Societies to the new Board." Bylaws Committee Chair Fred Anwari reviewed the proposed amendments and on a motion by Mr. Hille, seconded by Mr. Fleming, the Board unanimously voted to approve the Bylaws as revised. Mr. Anwari proposed the following resolution be considered to allow for the nomination and election of officers and Board members:</p> <pre> WHEREAS, the Board of Directors, after considering on second reading, the amended bylaws prepared by the Bylaws Committee in accordance with the recommendations of the Structure and Governance Task Force, this day amended the Bylaws of the FSCT (hereafter "Amended Bylaws") for the purpose of converting the FSCT from a "non-membership" organization to a "membership" organization under the Pennsylvania Nonprofit Corporation nonprofit corporation n. an organization incorporated under state laws and approved by both the state's Secretary of State and its taxing authority as operating for educational, charitable, social, religious, civic or humanitarian purposes. law; WHEREAS, the Pennsylvania Nonprofit Corporation Law requires that certain provisions of a membership organization's bylaws be ratified by the members; WHEREAS, the FSCT will submit the Amended Bylaws to the members for ratification; WHEREAS, the FSCT desires to take certain steps, prior to ratification, in order to facilitate the transition of the FSCT from a "non-membership" to a "membership" organization. Report of the CIEF President I. Financial Summary 2004: In the calendar year 2004, CIEF had income of $124,770, expenses of $5,743, scholarship disbursements of $60,000, and Roon Awards distributions of $4000. Total assets are valued at $692,311 at the end of calendar 2004 (up from $638,309 at year end 2003). For this last quarter (ending June 30, 2005), total assets are $718,479, up $26,168 since the start of the year. The funds are managed by Vanguard. II. Project Tomorrow: The 2004 Project Tomorrow activities netted $8,250. This program solicits contributions from companies and individuals. The 2005 Project Tomorrow campaign has so far collected $1000, but commitments for $8000 have been received, and our annual solicitation mailing has not yet gone out. III. Financial Strategy for 2005: A total of $71,000 in scholarships and fellowship grant money will be distributed in 2005 (vs. $60,000 in 2004). The total amount of money requested by institutions was $90,500, so we have funded 78% of the requests. The Trustees feel that this funding level is responsible given our current financial situation. IV. Scholarship Recipients: Proposals are received by December of each year from universities requesting scholarship monies for their students. The universities determine which students specifically receive the monies. The schools that received money last year are: California Polytechnic, DePaul, Eastern Michigan, North Dakota North Dakota, state in the N central United States. It is bordered by Minnesota, across the Red River of the North (E), South Dakota (S), Montana (W), and the Canadian provinces of Saskatchewan and Manitoba (N). While all of these awards honor achievements, few awards are as dedicated to recognizing breakthrough, cutting-edge work as the Roon Foundation Awards. He states that the Roon Awards are significant because they are only presented for "truly groundbreaking work" that represents a real scientific and practical step forward in the industry. When evaluating submissions, the Roon Awards Committee, which includes people from various segments of the coatings industry, looks for papers that meet its stated evaluation criteria: Originality, Scientific Importance, Practical Value, and Quality of Composition. "Roon Awards papers are very unique because they have to be original, and also have balanced elements of practicality (not just pure early-stage science) and scientific value," states Dr. Hegedus. "Plus, the winning papers tend to present scientific/technical processes that are applicable beyond the bounds of organic coatings--that reach into various related industries," he adds. Clifford K. Schoff, a former Chair of the Roon Awards Committee, says that Roon-caliber papers are those that present "a research breakthrough, a new application of old chemistry, a new solution to old problems, and/or new or revised physical and analytical techniques."
