The Fall Meeting of the Board of Directors of the Federation of Societies for Coatings Technology was held on October 26, 2004 at the Hilton Chicago Hotel. You have summarized results in your informational materials. The landscape has changed and will continue to change. We must remain sensitive and adjust rapidly to new challenges and opportunities, with appropriate strategic and tactical plans. Structure and Governance and Event Planning Event planning is the process of planning a festival, ceremony, competition, party, or convention. Event planning includes budgeting, establishing date and alternate date (rain date), selecting and reserving the event site, acquiring permits, and coordinating transportation remain the most important of our present initiatives. We are fortunate to have most capable champions for these two important issues: respectively, Drs. Walker and Ryntz, soon to be your new President and President-Elect. I leave detailed discussion of our major progress here to their most capable hands. The Society Leadership Conference held this past Spring provided a candid can·did adj. 1. constituents, the individual coatings professional. Coupled with the
implementation of separate membership in March, these discussions began
a needed FSCT/Society "healing process." Undoubtedly, much
improved understanding and trust is in the making. If only to just
continue this process, the Society Leadership Conference will remain a
major annual communication vehicle of our community.
This past year also, we have had personal interface with every organized global coatings professional organization, including representation at the conferences of OCCA OCCA Oklahoma Court of Criminal Appeals OCCA Oil & Colour Chemists' Association OCCA Oregon Community College Association OCCA Orthodox Catholic Church of America OCCA Organized Crime Control Act OCCA Open Cooperative Computing Architecture (UK), FATIPEC (Europe), ANAFAPYT (Mexico), STAR (northern S.A.), and SATER (Argentina). We should all be proud of the esteem in which FSCT is held. Indeed, we are regarded as having finest of publications, events, and most importantly Adv. 1. most importantly - above and beyond all other consideration; "above all, you must be independent" above all, most especially , skilled, sharing technical professionals. Our newly revised membership structure provides an exciting opportunity for the substantive expansion of our international scope. Bob Ziegler, Executive Vice President, and Rod Moon, Director of Education, reported on FSCT activities during 2003-2004: Financials Due to both a successful ICE 2003 (Philadelphia) and the trimming of expenses in all major areas, the FSCT experienced a large turnaround from a budgeted deficit for FY2004 ($151,000) to a surplus of $58,000. As the FSCT looks forward to its first two-year cycle budget for 2005-2006, in which the Federation will experience both large surpluses and large deficits due to an every other year ICE, initial indications are that over the two-year period the FSCT projects a modest surplus. The results of FY2004 and the revised FY2005 and projected FY2006 budgets have been forwarded to the Board for its review at the October 26, 2004 meeting in Chicago. ICE 2004 The 2004 convention, to be held October 25-29 in Chicago, will mark the first year of the biennial biennial, plant requiring two years to complete its life cycle, as distinguished from an annual or a perennial. To date over 320 supplier companies will be in 67,500 net sq.ft. of exhibit space. This exceeds 48,700 sq.ft. of ICE 2003, but falls short of the 100,000+ sq.ft. of space sold in 2000, the last year the show was held in Chicago. There is concern that the supplier community that has expressed its support of the biennial event may be altering plans due to current constraints in the industry. Western Coatings Societies Cooperation -- In response to a request from the Western Coatings Societies as well as the outreach effort of the FSCT, the groups reached agreement to cooperate in conducting the 2005 Western Coatings Societies Symposium and Show. The event, to be held in Las Vegas Las Vegas (läs vā`gəs), city (1990 pop. 258,295), seat of Clark co., S Nev.; inc. 1911. It is the largest city in Nevada and the center of one of the fastest-growing urban areas in the United States. in an October-November timeframe, will feature a 2 1/2-day program preceded by several technology courses. Still under development, the arrangement is a first for the FSCT and Societies in the cooperative sponsorship of a major regional event. Membership Current membership stands at 4,550, an increase of 2% over a year ago. The approval of separate membership by the Board has allowed the FSCT to alter its membership promotion to incorporate a direct membership option for non-members registering for ICE. This single item gained the FSCT over 300 new members. Overall the current total includes 950 FSCT-only members. The FSCT continues to promote concurrent membership in local Societies. And, as the scope of FSCT activities expands via the ACSeries and similar efforts, we expect membership to increase. Communications In January 2004 the JOURNAL OF COATINGS TECHNOLOGY was split into two publications: JCT JCT Junction JCT Jerusalem College of Technology JCT Joint Contracts Tribunal (UK build contracts governing body) JCT Journal of Coatings Technology JCT John Christner Trucking JCT Journal of Curriculum Theorizing RESEARCH and JCT COATINGSTECH. After almost a full year of publication, we can report to the Board that the decision to split the publication was correct. Comments from members, subscribers, and industry have all been very positive. We wish to thank the FSCT Publications Committee (Charles Hegedus, Chair) and, in particular, JCT Editor Dr. Ray Dickie for their steadfast support and participation in this important endeavor. Although not totally uxexpected but certainly disappointing, advertising sales for COATINGSTECH have been slower than we would like. The FSCT is taking several steps to address this situation and we look forward to reporting more positive results in early 2005. The FSCT's newest publication offering, "FSCT Coatings Fundamentals: Waterborne Coatings Technology," will be available at ICE 2004. The Annual Meeting Program Committee met most recently on August 14-15, 2004. The committee is charged with the development and execution of the Annual Meeting Program portion of ICE 2004: Challenge-Change-Opportunity. (Two-Year Term) Dr. Frederick H. Walker (Philadelphia Society), Air Products & Chemicals, Inc., Allentown, PA, assumed the Presidency on October 29, 2004, in Chicago. New Business Recommendations of the Structure and Governance Task Force Dr. Walker and Mr. McQuiston led a discussion of the findings of the Task Force, whose charter included the responsibility of reviewing the mission, organizational structure To comply with Wikipedia's lead section guidelines, one should be written. and governance of the FSCT and formulating and proposing recommendations to improve the organization's ability to serve its members and the industry. Dr. Walker emphasized that the changes being recommended will provide the FSCT membership with more direct impact on the organization and its future direction. In addition, he said, there will be increased accountability of the officers and Board. The restructure of governance will give increase the FSCT's ability to take advantage of opportunities and to address challenges in a speedy manner. The presentation summarized specific recommendations and requested the Board's approval to develop enabling revisions to the Bylaws. Highlights of the recommendations included: Revised Mission Statement-- "To be the leading provider of educational and professional development services to its members, as well as to professionals throughout the coatings industry--and to provide forums for the promotion and advancement of the global coatings industry." Board of Directors-- Size -- Decrease number of voting members of Board from present 36 to 11 (nine Directors, two Officers) Selection -- Nominating Committee A nominating committee is a group formed usually from inside the membership of an organization for the purpose of nominating candidates for office within the organization. It works similarly to an electoral college, the main difference being that the available candidates, either selects "Best and Brightest"; open to any FSCT member, no regional representation Election -- Directly elected by FSCT Membership Officers-- Positions -- Change from "President" and "President-Elect" to "President and Chair of the Board" and "Vice President." Secretary-Treasurer position is retained but is a non-voting Board position. Terms of Office -- Change from One-Year Terms to Two-Year Terms for Officers (One-Year Term for Secretary-Treasurer) Election -- Officers continue to be elected by the Board of Directors, but Vice President does not automatically ascend to Presidency. Executive Committee -- Eliminated Executive Director -- Appointed by Board of Directors; Head of Staff position; CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board. of FSCT and non-voting member of the Board. Society Liaison Council -- Members named by Societies; Advises Officers and Board about issues affecting Societies; Maintains dialogue with FSCT to further mutual cooperation. Following the presentation, the Board discussed the recommendations and unanimously granted approval for the drafting of enabling revisions to the Bylaws for Board consideration at its Spring 2005 meeting. Coatings Industry Education Foundation Paul Sara, President of CIEF CIEF Conseil International d'Études Francophones (Council of International Francophone Studies; Lafayette, LA) CIEF Capillary Isoelectric Focusing CIEF Carrier Independent Exchange Facility , convened the annual meeting of the Stockholders of CIEF and presented a report on the status of the organization. REPORT OF THE CIEF PRESIDENT Coatings Industry Education Fund I. Financial Summary 2003: In the calendar year 2003, CIEF had income of $101, 164, expenses of $5,743, scholarship disbursements of $57,000, and Roon Awards distributions of $4000. Total assets are valued at $638,309 at the end of calendar 2003 (up from $540,990 at year end 2002). For this last quarter (ending June 30), total assets are $620,157, down $18,152, from the first quarter. The funds are managed by Vanguard. II. Project Tomorrow: The 2003 Project Tomorrow activities netted $12,600. This program solicits contributions from companies and individuals. The 2004 Project Tomorrow campaign has not been started yet, but a $2000 contribution has been received to date. III. Financial Strategy for 2004: About the same income and disbursements will be made in 2004 and were made in 2003. A total of $60,000 in scholarships and fellowship grant money will be distributed in 2004 (vs. $57,000 in 2003). The total amount of money requested by institutions was $102,200, so we have funded 59% of the requests. The Trustees feel that this funding level is responsible given our current financial situation. IV. Scholarship Recipients: Proposals are received by October of each year from universities requesting scholarship monies for their students. The universities determine which students specifically receive the monies. The schools that received money last year are: California Polytechnic, DePaul, Eastern Michigan, North Dakota North Dakota, state in the N central United States. It is bordered by Minnesota, across the Red River of the North (E), South Dakota (S), Montana (W), and the Canadian provinces of Saskatchewan and Manitoba (N). State, Southern Mississippi, and University of Missouri at Rolla. The Trustees evaluate the proposals and decide which programs to help fund. The details are available upon request. V. Details of the specific funds and scholarships will be presented at the annual meeting in October, but are available upon request. VI. By-laws of the CIEF: At the March 2004 Trustees meeting, the bylaws of the CIEF were reviewed and changes are being considered. The specifics will be discussed in more detail at the annual meeting in October. VIII. The current Trustees are: Paul Sara, Roger Woodhull, Sid Lauren, Jim Geiger, Lou Floyd, and George Schmitz. Rose Ryntz is serving a one term as Secretary-Treasurer. Rose will be succeeded by Yasmin Sayed-Sweet for the next term, 2004-2005. The trustees are elected for a three-year term and verified every year by the Board of Directors. The only trustee up for re-election this year is Jim Geiger.
