 the building from his brother, Joe. Joe Yates used $115,000 from the federal Community Development Block grant program to renovate the facility, which is in an area targeted for redevelopment. City officials beg to differ. "If you receive community development block grant funds, no religious activity may occur," Joshua A. Johnson, city director of housing and community development, told the St. Petersburg Times
