Lots of con men pose as doctors, lawyers and financiers to swindle swindle v. to cheat through trick, device, false statements or other fraudulent methods with the intent to acquire money or property from another to which the swindler is not entitled. Swindling is a crime as one form of theft. (See: fraud, theft)  money from unsuspecting patients and clients.

But it's rare for someone to pose as a public safety inspector with the intention of soliciting bribes.

 is alleging that's just what Mark Dwayne Jackson did when he used a false Cal/OSHA identification card and threatened minority L.A. business owners with big fines for non-existent safety violations unless they agreed to cash settlements.
