, failed to declare a total of 250 million yen in income over a five-year period up to March last year, industry sources said Wednesday.

The Tokyo Regional Taxation Bureau has indicated that Bunka Gakuen, based in Shibuya Ward, concealed con·ceal

 some 7 million yen in income in connection with its advertising revenue for a fashion magazine, the sources said.

The tax authorities, however, did not impose back tax and penalties on the school operator because its profitable section had been in red. Taxes are normally imposed only on profitable sections of public corporations.

While admitting that the tax authorities have pointed out possible irregularities, Bunka Gakuen officials said they disagreed with them on the accounting procedures in question.

 the sources, Bunka Publishing Bureau, an arm of the school operator, did not record as income plane tickets received as partial payment of advertising fees from Japan Airlines.

However, the taxation authorities recognized parts of the undeclared income as expenses because Bunka Gakuen officials used some of the tickets for business trips, the sources said.

In a separate case, the taxation authorities are also believed to have determined that Bunka Gakuen failed to deduct de·duct

The tax authorities acknowledged that Onuma personally used part of a Bunka Gakuen guest house for several years without paying rent and recognized this rent as salary for him from the school operator, the sources said.

Moreover, the sources said an interior company headed by Onuma's daughter failed to declare 30 million yen in income and was slapped more than 5 million yen in additional tax and penalties.

Bunka Gakuen, established in 1935, operates eight schools including the fashion college and Bunka Women's University. Its total assets stood at 44.4 billion yen as of May 1999 and it posted sales of some 25 billion yen in the year 2000.
